Neutral — institutions stopped selling but aren't buying either. XLE (Energy): 46%. Both inst and retail selling. −$231M inst, −$2.0B retail. Energy is the only sector where everyone agrees: sell. Last week we said: "We're watching for the turn." The HYG/LQD credit spread hit −2.20σ. Historically, that's a 77% win rate buy signal for SPY at 20 days. At the time, the institutional flow data disagreed — every sector was in risk-off mode. This week, the flow is starting to align. Institutions are buying into the decline across 9 of 11 sectors. Five consecutive weeks of net institutional inflows. The cumulative institutional number just turned positive at +$2.3B after being negative for months. The credit signal and the flow data are converging. This doesn't mean the bottom is in. XLC and XLE are still being distributed. Two strikes on Iran. Two completely different institutional playbooks. We ran our flow scanner on every SPDR sector ETF for the 30 days before the June 2025 strikes — then compared it to the 30 days before this morning's Operation Epic Fury. The rotation pattern predicted the TYPE of conflict both times. JUNE 2025 — THE PRECISION STRIKE PLAYBOOK Before June 13: • $XLK (Tech): 72% ACCUM — +$779M institutional. The #1 accumulation target. • $XLY (Consumer Disc): 62% BULL — +$317M • $XLU (Utilities): 63% BULL — +$542M But they were SELLING: • $XLE (Energy): 42% BEAR — Institutions dumped −$407M while retail absorbed +$2.4B • $XLF (Financials): 47% LEAN↓ — −$574M institutional The thesis: precision strike on nuclear sites, brief oil spike, V-shaped recovery. Buy tech for the bounce. After the June strikes? XLK surged to 69% BULL. $XLRE hit 80% ACCUM. The "it's over" trade worked. June was 12 days and done. FEBRUARY 2026 — THE WAR PLAYBOOK Before this morning: • $BA (Boeing): 67% BULL — +$557M over 30D. Bombers, tankers, fighter jets. • $NOC (Northrop): 74% ACCUM — Stealth bombers, long-range strike. • $LDOS (Leidos): SURGE from 46% → 60% — C4ISR, intelligence infra. • $BWXT: 60% BULL — Nuclear propulsion for carriers/subs. They SOLD: • $PLTR: −$230M institutional while retail bought +$249M. Biggest handoff in the dataset. • $LMT / $RTX: Both BEAR (34%, 36%). Already-extended from June. Rotated out. • Banks: Collapsed from 54% → 41%. Classic risk-off. The thesis: sustained operations, not a one-off. Buy weapons platforms, not tech. Trump said "weeks-long sustained operations" on Feb 14. The flow shifted weeks before that. THE PATTERN In June, smart money bought TECH and sold ENERGY — betting on a quick strike and a bounce. In February, smart money bought BOMBERS and sold BANKS — betting on a prolonged war. Same behavior: institutional capital repositioned weeks before the first missile. Different rotation: the WHERE they moved money predicted the WHAT. June playbook = buy the dip. February playbook = buy the war. Retail is absorbing every share institutions sell in the growth sectors. Over 30 days, institutional net across all 11 sectors is barely positive at +$79M. Retail net is +$27.9B. That's a 350:1 retail-to-institutional ratio. One sector to watch: XLC at 17% institutional buy rate. That's not a lean — that's an active exit. US large cap Tech has been a better performing sector in the 2020s than the 2010s, but with much more volatility. Its recent 100-day underperformance is largely due to $MSFT and $PLTR. $NVDA ’s strong quarter should support this hardware-heavy group. $XLK
